Der römisch-deutsche Kaiser Otto II. belehnte 976 Luitpold (Leopold) aus dem Geschlecht der Babenberger mit dieser Mark. Diese östliche Mark war Teil des Bayerischen Stammesherzogtums und gilt als Keimzelle des späteren Herzogtums Österreich. Im selben Jahr 976 wurde das Herzogtum Kärnten vom Bayerischen Herzogtum abgetrennt. In einer Schenkungsurkunde Kaiser Ottos III. von 996 fand der Name Ostarrîchi erstmals Erwähnung. Daraus entwickelte sich später die Schreibweise Österreich. Daneben ist auch noch sehr lange die Namensform Osterlant (Ostland bzw. Land im Osten) gebräuchlich, die Einwohner sind der Ostermann und die Osterfrau. Die latinisierte Form Austria für dieses Gebiet taucht in den Schriften erst im 12. Jahrhundert unter Leopold III.
Die Babenberger trieben eine zielbewusste Rodungs- und Kolonisierungspolitik und errichteten – in Zusammenarbeit mit anderen Häusern, etwa den Kuenringern – eine gefestigte Landesherrschaft. Die Residenz befand sich anfangs in Pöchlarn, später in Melk und Gars am Kamp. Markgraf Leopold III. gelang es, ins Kaiserhaus einzuheiraten; im Machtkampf zwischen Kaiser Heinrich IV. und König Heinrich V. wechselte er zu Heinrich V. und trug so wesentlich zu dessen Sieg bei. Als Lohn erhielt er die Hand von Heinrichs Schwester Agnes von Waiblingen. Er wurde wegen seiner Klostergründungen – vor allem Klosterneuburg – nach seinem Tod heiliggesprochen.
